Punjab Human Capital Investment Project

The spread of Punjab Human Capital Investment Project (PHCIP) is spread over 12 Districts of Punjab including Muzaffargarh, Kot Addu, Bahawalpur, Rajanpur, DG Khan, Rahimyar Khan, Bhakkar, Mianwali, Bahawalnagar, Lodhran, Layyah, Khushab. The implementing partners of the projects are Punjab Social Protection Authority (PSPA), Primary and Secondary Healthcare Department (P&SHD), School Education Department (SED), Government of the Punjab. Gestation period of the project is from 2021 till 2025 and the lead agency for PHCIP is Punjab Social Protection Authority (PSPA). The project is being funded through IDA credit of JPY 21,713 million and in-kind support equivalent to JPY 13,928 million.

AAGHOSH (Health and Nutrition Conditional Cash Transfer)

This component aims to improve maternal and new- born health, especially among poor and vulnerable households. The first 1000 days are most important for the cognitive and physical development of a child. The Aaghosh program enables a strong start right from the inception till the child is 02 years old. Under this component both demand and supply side interventions have been planned. On the demand side, poor pregnant and lactating women and mothers of children up to 02 years of age will get a conditional support upon meeting the criteria like antenatal and postnatal visits, safe deliveries at the nearest health facility, immunization, health and nutrition program awareness and counselling. While on the supply side public healthcare facilities (BHUs and RHCs) will be strengthened in terms of infrastructure and human resource.

KHUD MUKHTAR (Economic Inclusion)

This component comprises of supplementary activities to improve selected households’ economic and social inclusion. It is expected to contribute to building and improving human capital among poverty-stricken households. Khud Mukhtar program provides members of select Benazir Income Support Program (BISP) beneficiary households both productive assets and materials worth up to PKR 150,000 to earn their livelihood. These efforts are enhanced through Labor Market Readiness (LMR) training.

BUNYAD (Social Inclusion for Education)

Through PHCIP’s Bunyad program, School Education Department is refurbishing 3400 Early Childhood Care and Education (ECCE) classrooms in 12 targeted districts of Punjab, under the component of Bunyad. Bunyad aims to promote access to quality ECCE services for children from age 3 to 5 years. The component specifically focuses on inclusion of socio-economically vulnerable households and help ensure that their children achieve strong foundation learning outcomes to prosper later in life. The project aims to sensitize parents and communities on impact of quality ECCE (Early Childhood Care and Education), Child Safeguarding, Gender Equity in Education, Clean and Green initiatives, Sanitation and Hygiene.
