Healthcare (District)

This is a health safeguard for poor patients who cannot afford expenses for their treatment. Zakat funds for medical treatment of the deserving (mustahiq) patients are provided to District Headquarter (DHQ) Hospitals and Tehsil Headquarter (THQ) Hospitals of Government of the Punjab.

Leprosy Patients

This is a health safeguard for poor patients who cannot afford expenses for their treatment. Zakat funds for medical treatment of the deserving patients are provided to provincial level/teaching hospitals, District Headquarter (DHQ) Hospitals and Tehsil Headquarter (THQ) Hospitals of Government of the Punjab. Some hospitals in private sector are also authorized to provide this service out of state’s Zakat funds. These hospitals after receipt of grant from Zakat and Ushr Department provide free medical treatment from Zakat funds to the mustahiq patients. Zakat fund for this purpose is not provided to the beneficiaries in cash. Guzara Allowance is provided to the Leprosy patients residing in Ahata Kohrian, District Rawalpindi for their subsistence.

Provincial/National Level Health Institutions

This health safeguard was initiated by the Zakat and Ushr Department to facilitate the poor patients who cannot afford expenses of their treatment. Zakat funds for medical treatment of the deserving (mustahiq) patients are provided to provincial level/teaching hospitals enlisted with Provincial Zakat Administration.

Eligibility Criteria: Istehqaq is determined by the Local Zakat Committee of the area of permanent residence of the patient
Target Group: Needy and poor patients who are eligible to receive Zakat and their istehqaq is determined by the concerned Local Zakat Committee
Scope: Needy and poor patients who are eligible to receive Zakat under Shariah throughout the province
Benefit Level: Free treatment of the patient according to the nature of the disease
Frequency of Payment: Release of funds to hospitals on bi-annual basis for free treatment of poor patients

Medical Allowance to Civil Pensioners by Finance Department Allowances

All civil pensioners of Government of the Punjab were sanctioned medical allowance w.e.f. 01-07-2010 at the following rates:

  • Pensioners who retire in BPS 01-15 @ 15% of pension drawn
  • Pensioners who retire in BPS 16-22 @ 20% of pension drawn

Medical allowance for pensioners who retired on or after 01.07.2011 in BPS 01-15 and BPS 16-22 was raised to 20% and 25% respectively and was frozen at that level.

Effective from 01-07-2015, Government of the Punjab allowed 25% increase in the amount of Medical Allowance drawn by the civil servants/pensioners.

Reimbursement of Medical Charges to Pensioners by the Finance Department

Reimbursement of medical charges to retired employees is allowed when a certain treatment is not available at the government hospital. Government hospital itself recommends this treatment which a retiree avails at its own cost. Later, the retiree seeks reimbursement of the medial expenses incurred by him in seeking such treatment through its administrative department.
